rank on the Human Development Index (HDI) is low at 136 out of 187 countries Note that social sector progress has intrinsic (for its own sake) value and instrumental (for higher growth) value In this context focus on social sector spending and efficiency in delivery systems are important At the outset the measures in the budget that improve GDP growth tax reforms etc affect social sector spending and progress For example lower economic growth would lead to lower tax revenues and lower spending on the social sector The NDA has just taken over and we cannot expect big changes on policies in the social sector As the finance minister mentioned his aim is to lay down a broad policy direction We focus here on budget proposals on education and skills health and social sector schemes like the MGNREGA The overall framework for the sector is not clear although bits and pieces of proposals have been given On education an amount of Rs 28563 crore is being allocated for the Sarva Shiksha Abhiyan The budget makes a provision for toilets and drinking water for all girls’ schools The emphasis seems to be on the supply side providing infrastructure which alone will not improve the quality of education There is a need for measures to improve learning It is known that a fifth-grade student cannot read a second-grade text in many states In higher education it is good to have five more IITs and five more IIMs But here also there is a need to focus on the quality of education India’s demographic advantage over other countries is well known This advantage can be reaped only if the youth are educated skilled and healthy The only announcement on skills is a multi-skill programme called “Skill India” This is supposed to skill the youth with an emphasis on employability and entrepreneurship but the details have not been given There are few proposals on health The free drug service and free diagnosis service will apparently be prioritised although the funding has not been mentioned Four more AIIMS will be set up in four states There is no mention of universal healthcare including health insurance for all Note that India’s public expenditure on health (14 per cent of the GDP) is one of the lowest in the world It is good to see that the government intends to provide total sanitation to every household by 2019 the 150th year of Mahatma Gandhi’s birth through the Swatchh Bharat Abhiyan Of the schemes relating to rural development the budget touched on the Pradhan Mantri Gram Sadak Yojana (PMGSY) MGNREGA National Rural Livelihoods Mission rural housing watershed development panchayati raj and safe drinking water Rs 14389 crore is provided for the PMGSY which can improve rural roads On the MGNREGA the budget does not mention the allocations Probably the Rs 33000 crore of earlier budgets has been kept for 2014-15 too But the direction seems to be to link the scheme with agriculture The budget speech says “wage employment” would be provided under the MGNREGA through works that are more productive asset-creating and substantially linked to agriculture and allied activities Linking the scheme to agricultural development is a step in the right direction But some people think it should not be done on private lands as one of the aims of the programme is to offer workers choice and freedom from landlords The scheme should create agricultural assets to improve water availability soil conservation etc which can improve agricultural productivity On malnutrition the budget says that a national programme in mission mode is urgently required to halt the deteriorating malnutrition situation as the present interventions are not adequate It is an admission of the failure of the present strategy on malnutrition The budget promises a comprehensive strategy will be put in place within six months Let us hope the government will pay attention to the problem of malnutrition among children and women urgently Although the budget does not offer a clear strategy on the social sector the Economic Survey clarifies the government’s thinking on social sector schemes According to the survey the challenge is efficiency in delivery systems The outlays have not fully translated into outcomes due to poor delivery systems The Economic Survey says “the government has been implementing many social sector programmes The performance of the different schemes is varied” A major revamp/ reorganisation of the myriad schemes and the convergence of some is needed along with “a zero-budgeting approach for maximum efficiency gains” It also says that leveraging modern technology for the efficient delivery of programmes removing the multiple layers of governance simplifying procedures and greater participation by beneficiaries etc can help in creating better delivery mechanisms India aspiring to be a global power should have harmonious and inclusive social sector development Hopefully the February 2015 budget will offer better clarity on social sector spending and strategies Higher social sector funding is needed as in the health sector but the outcomes are more important The writer is director and vice chancellor IGIDR Mumbai disappointing For maybe 60 per cent of the game we were competitive and right in amongst it but fell away terribly towards the end We committed a cardinal sin of losing two inform players in one over and allowed India to build a little bit of pressure and we weren’t up to it at all" Morgan said at the post-match press conference last night after losing th series-deciding third T20 International by 75 runs at the M Chinnaswamy Stadium in Bengaluru Comfortably batting at 40 off 21 balls Morgan was the first of those two wickets to go down and then another set batsman Joe Root (42 from 37 balls) followed in the next delivery from Chahal Morgan said bating has been England’s strong point for quite some time now but feels in this series the bowlers have outperformed the batsmen "No I can’t (put a finger on why the collapse happened) We haven’t produced a batting performance as bad as that in a couple of years We pride ourselves on our batting it has been our strong point for a long time but in this series our bowlers have outperformed our batsmen" he said "I thought we (me and Root) were going quite well Majority of the runs at this ground are always scored in the last 10 overs I think we needed 110 off the last 10 with eight wickets in hands A better performance from either me or Joe – a 70 or 80 from me or him could have made a huge difference" he added "(But) Hat’s off to India they really played well and put in performances worthy of winning the series" Morgan said Morgan said it was disappointing they could not rotate the strike quite often to tackle the pressure of an ODIs it was only about 15-20 runs between winning and losing the series Probably that hurts us more than losing this (T200 series" he said "Looking at the performances in the ODIs we were potentially worth of winning the series In the T20 series probably the last game hurt us more The game got away from us we should have won Today we underperformed and we weren’t good enough" Morgan added Written government comes up with an alternate law to govern the schools The basic argument on the side of the petitioners was that since the government has brought the ordinance dissolving the boards at the beginning of the current academic yearthere will be a lot of confusion as works like tenders for booksuniforms and such stationary are made via the board The petitioners also argued that coming up tournaments all year making it as far as the third round just once and bowing out in the opening round twice During one particularly rough stretch from August to early October he lost five times in a row The 25-year-old American turned things around at the end of the season so much so that he ended up earning a debut appearance at the ATP Finals starting with a match against 19-time major champion Roger Federer on Sunday in London USA’s Jack Sock during practice ahead of the ATP Finals Reuters "It’s hard when you have a bit of a period where it doesn’t go as well as you would like So he had to get back to doing the things he does really well and really believing in those things" Sock’s coach Jay Berger said in a telephone interview "That’s hitting a bunch of forehands using his speed and using his intangibles" Berger said "His ability to come forward his hands at the net his ability to use his touch his ability to hit pretty dynamic shots in very uncomfortable and difficult positions And to have fun The No 1 thing for us was also to have fun out there I told him ‘We’re going to have a good time win or lose’" In Wednesday’s draw for the round-robin format Sock was put in a group with Federer 2014 US Open champion Marin Cilic and Alexander Zverev The other group has 15-time Grand Slam title winner Rafael Nadal Dominic Thiem Grigor Dimitrov and David Goffin That Sock is in London at all instead of already starting his off-season at home in Kansas City Kansas is significant regardless of how he fares He grabbed that spot by rising to a career-high No 9 in the rankings thanks to his first Masters Series title at Paris last week That made him the first US man to win a tournament at the level right below the majors since Andy Roddick in 2010 Sock is also the first American to qualify for the eight-player season-ending finals since Mardy Fish in 2011 And Sock will finish a season as the highest-ranked man from his country for the first time All in one fell swoop "They were all obviously goals of mine They all mean a lot in their own way" Sock said "For it all to happen at the same time is pretty special" He gives some of the credit for this recent surge to a mental adjustment helped along by Berger who started working with Sock in July For a time Sock said he would experience "dips in matches (or) get too defensive" And now "There’s a belief in my shots I’m going to win or lose a match playing on my terms playing my game which is big and aggressive and trying to dictate points" he said "Not shying away from that" Berger recalled watching Sock play a match at age 17 "I saw an unbelievable amount of racket-head speed . I really saw a lot of the same stuff that I see now" Berger said "And he has an incredible ability to play well in big moments" That was on display in Paris sure but also when Sock teamed with Melanie Oudin to win the US Open mixed doubles title as a teenager And when he won men’s doubles at Wimbledon in 2014 And a pair of doubles medals at last year’s Rio Olympics — gold in mixed bronze in men’s Now Sock wants more consistency and success in singles something he hopes this year’s ending will help spur at the beginning of 2018 "His best tennis is in front of him" Berger said "I’ve known him for many years and the one thing consistent with him is that he always improves every single year I really haven’t seen any regression in his tennis or how he approaches things or how he goes about
